  Despite the redevelopment, the Liberty Area continues to retain a residential atmosphere and zoning ordinances allow very limited commercial development in the heart of the community. Historical buildings are being adaptively reused rather than replaced. However, this has not always been the case; the apartment buildings at 1140 and 1146 S. 500 East are typical examples of modern (non-historical) multi-family housing that has been constructed in small numbers within the district. With few exceptions, such buildings are scattered individually amongst single-family homes rather than in complexes or clusters.
