According to the Sanborn map of 1900 the building was built as a millinery store. However, the 1903 Polks Directory does not list a milliner at that address. By 1908 Philip Speckert who had been the manager of the Provo Meat and Poultry Company had opened his own meat business, Speckart and Co., in the building. The business continued in operation for many years although when the business was taken over by his brother Frank (April 1912) he changed the name and location of the business—Sanitary Meat Co. and 82 West Center, respectively. During the 1920s John Lamb operated a confectionery in the building.
